Abstract

This chapter presents a dialogue between Alex Trauth-Goik and Chunrong Liu exploring the role of “data logics” in contemporary Chinese governance. The conversation examines how digital infrastructures, evaluation systems, and policy experimentation shape urban governance, focusing in particular on the National Civilized City Award framework. Situating these developments historically, the chapter traces continuities between earlier modes of social governance and emerging data-driven administrative practices. It further considers tensions between central and local implementation, the infrastructural dimensions of digital rule, and the political implications of quantification in the context of China’s green transition.
